Mission

The Greater Lowell Workforce Investment Board (GLWIB) is a collaborative involving employers, educational institutions, labor groups, municipal and state officials, and community-based organizations that provides leadership, policy direction, and accountability for the local workforce development system.

By securing and allocating public and private funds for high quality, innovative, and collaborative workforce development programs, the GLWIB promotes a skilled and educated workforce, meets the workforce needs of employers, and supports and sustains economic development, business competitiveness, and job creation in Greater Lowell.

The Greater Lowell Workforce Investment Board (GLWIB) is a private non-profit organization consisting of private business representatives, educational leaders, community based organizations, local and state agencies, economic and other workforce development groups.

Youth Programs

WIA Youth Programs

The Greater Lowell Workforce Investment Board in partnership with the Career Center of Lowell, provides federal and state funds to support and maintain a framework of education, training and employment services for at-risk youth 14-21 yeas of age. Our goal is to re-connect these youth with education and employment strategies, which will lead to a life long attachment with the workforce and ultimately economic self-sufficiency. The following programs are supported by the GLWIB in FY 2010:

In School Youth 14-21 years of age:

Big Brother/Big Sister of Greater Lowell, The Adam Project

Dropout prevention program providing academic support, work readiness training, peer counseling, adult mentoring, community service, summer internships, and counseling, and guidance.

Greater Lowell Technical High School, The Workforce Project

School based workplace education and high school retention program for students with Special Needs. Paid school year and summer internships available for youth who qualify.

YWCA of Lowell, Project STEP

Neighborhood based program providing study skills, occupational training, work readiness preparation and summer internships with the long-term goal of preparing youth for life long personal success and achievement.

Middlesex Community College, Latino Connections Program

School based program @ Lowell High School for Latino-American students, who need academic support and guidance to remain in school until graduation. Summer work experience internships offered to youth who qualify.

Out of School Youth 16-21 years of age:

Middlesex Community College, OSY Program

GED preparation and college transition program offering work experience internships, work readiness skills, job development and placement, guidance and counseling in post secondary education options.

Merrimack Valley Catholic Charities, Young Parent Program

GED preparation, work experience internships, counseling, parenting classes, nutrition health education and job placement for teen parents.

UTEC-United Teen Equality Center

GED preparation, workplace preparation, occupational skills training options, peer leadership training, guidance and career counseling and job placement assistance.

Community Teamwork Inc., The Work Program

GED preparation, computer literacy, occupational skills training options in: constructions trades, healthcare, education and commercial driver’ license. Guidance, career counseling and job placement assistance also offered.
