Mission

The Greater Lowell Workforce Investment Board, working in partnership with the Chief Elected Office (Lowell City Manager) provides policy guidance for workforce development initiatives in the Greater Lowell area.

The Board works in concert with business, education, labor and other agencies dedicated to improving and promoting economic sufficiency for residents of Greater Lowell.

Who We Are

The Greater Lowell Workforce Investment Board (GLWIB) is a private non-profit organization consisting of private business representatives, educational leaders, community based organizations, local and state agencies, economic and other workforce development groups.

Youth Programs (WIA)

United Teen Equality Center (UTEC) Bridging the Opportunity Gap
34 Hurd St., Lowell, MA

UTEC, as a community based organization located in downtown Lowell, is an easily accessible training site for out-of-school youth. GED classes are held during the day. Either concurrent with GED preparation or after GED attainment, youth have the following options available to them in order to increase their employability: Computer Technology Repair, A+ Certification, Video Editing and Sound Recording, and Fresh Roots Culinary Arts and Business Program. The goal of the program is to increase services to older youth 19-21 year of age. Every youth is case managed from at point of entry until their personal goal of GED attainment and a job is accomplished.
